In short, what some others have rejected as Roosevelt’s moral duplicity, I will argue, amounted to moral leadership in a wider sense. After all, his prewar manipulation of public opinion was essential to a statecraft that pursued immediate defense against a manifest danger, as well as longer-term, enlightened selfinterest. But I am not in the business of hagiography, and I will consider as well the eventual foreign policy costs of this lying. For expedient deception, even of political allies, was a practice that with Roosevelt became habitual.

As Robert Dallek noted: Roosevelt knew full well that there was no freedom of religion in the Soviet Union. Nor was he blind to the fact that he could extend Lend-Lease help to Russia without demonstrating her devotion to religious freedom. But . . 50 The appropriate criticism thus is not that Roosevelt lied. The real problem was that he may have lied unnecessarily, before he really tried an all-out campaign of using the presidential bully-pulpit to convince anti-Soviet Americans that massive material aid to Russia was in the direct and vital interest of the United States—which, of course, it was.
