Diem proclaimed South Vietnam a republic with himself as president. He also refused to hold the reunification elections that had been mandated at the Geneva Conference because he, with the support of the United States, maintained that fair, free elections could not take place due to widespread fraud. Fighting began in January 1957 when the Viet Minh launched guerrilla attacks on the South. The insurgents tried to get Vietnamese peasants to help them through emotional appeals and by promising them land.
They also brought the villagers medical supplies and weapons. In November 1963, the Diem government came to an end when Diem and his brother (who was also his political advisor), Ngo Dinh Nhu, were murdered. A revolutionary government under Brigadier General Duong Van Minh took control, but not for long. In the next year and a half, more coups d'état took place: The control of South Vietnam changed ten times. In 1966, Generals Nguyen Van Thieu and Nguyen Cao Ky headed a military council that restored order.
