To have the Greek text of Burnet (or some other text critic) is a first level of interpretation. ) are a second level of interpretation. A third level of interpretation is a commentary (we may think of Nettleship's 22 SEEING & READING Lectures on the Republic), in which the exegete must assume a certain text and a certain translation or rendering of the work in his own language.

That doesn't mean that some current epistemological theory should simply be applied to the work of interpreters, measuring it against an assumed paradigm of knowledge. Rather, if we see interpretation for what it really is, a rigorous inquiry that can attain truth in the strictest sense, we have to ask what epistemology will be adequate to contain hermeneutics. Close attention to the work of interpreters will lead us to question what we understand by "truth" and "knowledge". Any tendencies in a philosophical study of interpretation to give directions as to practice would be the intrusions of an amateur. Still, there has existed a tendency in philosophy for over a hundred years to suppose literary scholarship to be a" softer" branch of knowledge than the sciences, basing that opinion on one kind of epistemology or another. Whether and how far that opinion has penetrated the various disciplines I cannot say, but to contest that opinion is certainly relevant, given the climate in philosophy today.
