This hurdle is the regime’s propensity to resort to violence to coerce the population into one nation-state, an outcome that can occur regardless of whether it is a security dilemma generating the rise in tension.
Thus for the regime the security issue is likely to be not only about identity (nationbuilding) but also territory (state-making). C.
