United Nations Angola Verification Mission, UNAVEM, established in 1989, was designed to observe compliance with an agreement between Angola, Cuba, and South Mrica 011 withdrawal of Cuban troops from Angola. This agreement was formulated in conjunction with an agreement on Namibian independence which lead to the establishment of the United Nations Transition Assistance Group, UNTAG, in 1989.

In the five years since, thirteen of the eighteen missions established have had explicit multidimensional functions. In addition, two new missions, UNOMIG in Georgia and UNOMIL in Liberia, have the potential to become multidimensional. Beyond this, three recent developments are significant. The application of peacekeeping is becoming less inhibited as the line between intra-state and inter-state intervention loses its traditional distinction.
