Some writers in the nineteenth century did good work in showing that probability theory and the traditional theory of induction should be welded together. But as the logical foundations of both were weak, the results were not satisfactory. When Keynes attacked the problem afresh, he believed that it was necessary to show that we are entitled to posit initial prior probabilities. This belief was no doubt due to the predominant, indeed monopolistic, position of the Hayestype formulation of inverse probability theory.
But there may be no evidence at all against the hypothesis ; all the available relevant evidence may be favourable, but happen not to be very strong. In these circumstances it would be grossly fallacious to argue that there is a high probability that the hypothesis is false. The fallacy arises from the following apparently safe D 32 FOUNDATIONS OF INDUCTIVE LOGIC inference. Since the evidence in favour of X can only establish a low probability, well below a half, and since there is certainty ( = 1) either that X or that not-X is the case, it is argued that there must by simple subtraction be a probability of more than a half that X is not the case.
We are at this point concerned with the meaning of the probability relation, not with why or when it occurs. That is dealt with later. An event is said to have evidential value if it belongs to a class of events all having a certain character in common, which we may call A. This character A is such that it does not often happen that an event having that character occurs, and some other event of a kind determined by the specific nature of the A event does not occur. A is a generic character, qualifying every one of a class of events, which may severally be called M, N, 0, etc.
