Wolters notes that the board offered some degree of official resignation toward black studies but then failed to substantiate this tolerance and summarily rejected numerous proposals for black studies courses. One barrier in this apparent stalemate was the racial composition of the board. Sixty-six percent of the board’s members were white, which allows a conclusion that they exhibited a sort of white paternalism. 32 The traditional religious-oriented education, both Locke and Frazier felt, was devoid of any teaching about black culture or about service to the community, the two main tenets of black studies.

By the early 1920s, there was a stalemate over the question of Howard’s presidency, with an impasse between the predominantly white-controlled board of trustees and the predominantly black alumni. Most of the trustees were content to continue the line of liberal white university presidents with theological backgrounds. By contrast, the alumni (infused in large part by the New Negro mentality) were resolved that it was long past time for Howard University, a predominantly black university in one of the world’s most populous black cities, to have at its helm a black man who had some connection to the field of education.

Woodson involved some of Howard’s faculty in the interworkings of the Association for the Study of Negro Life and History, such as fellow historians Charles Wesley and Rayford Logan. Because of Woodson’s temperamental nature and tightfisted control of the ASNLH, however, he often came into conflict with Wesley and Logan and on occasion ostracized them in order to maximize his control. Woodson had a strong distrust of affiliating his organization with any university, particularly Howard University, even though the potential intellectual capital provided by its faculty would have offered the critical mass of scholars necessary to make Howard “officially the mecca” for the study of black people.
