These differences have been crucial in the Afro-American's political experience and behavior. The failure to note the differences can cause both methodological and substantive problems. " 34 The Limitations of the Literature Most of the studies on black political behavior, ignoring systemic external influences, identify individual black pathologies and black deviation from the "norm" as the crux of the problem. This is true of both white and black political scientists, of political science and other social sciences.
Behaviorally oriented researchers, in setting up experimental and control groups mandated by the scientific method, invariably developed black and white samples that were equal on demographic variables. Each sample has similar educational, economic, age, regional, housing, and social status levels. This pairing of demographic realities leads one to assume that the two groups are equal, politically and socially. Then, when the comparisons between the two groups are drawn and vast gaps inevitably emerge, explanations are sought only in terms of individual variables, which are inherent in the very nature of the behavioral approach.
Many, in contemplating such evidence, have concluded, like Thomas Dye, that "mass governance is neither feasible nor desirable. it is incompatible with the liberal values of individual dignity, personal liberty and social justice. " 22 Behavioralist models of American politics therefore seem to justify elite rule. The second path taken by some political behavioralists has ended in their calling for a resocialization of "political man" to attain a better society. In short, change man and then the political system will become perfect.
