Voranzustellen ist den Ausführungen, dass die oben geführte Diskussion um die vier Schichten von Organisationen verwendet werden kann, um das Kompetenzverständnis zu vertiefen.
Der Grund ist darin zu sehen, dass Kompetenzen zu den sog. „generativen Potenzialen“ zählen (Moldaschl, 2005), die sich – im Gegensatz zu endlichen und regenerierbaren Potenzialen – durch Gebrauch anreichern. In diesem Sinne wird mit jeder Nutzung von Kompetenzen neues Wissen produziert, von den handelnden Menschen verarbeitet und in die informalen Abläufe überführt. So lernt das Personal in Tourismus-Betrieben durch jeden Kundenkontakt. Abläufe werden flüssiger, einstudierter und können mit hohem Beherrschungsniveau nahezu unbewusst und perfekt gekonnt ablaufen.
