Most of the problems dealt with are what might be called the perennial problems of the Chinese state-the administration of the six boards, taxation, the salt gabelle) grain transport, military systems, the inner Asian barbarians, sea defense, and so forth. It is under the last rubric, incidentally, that the problem of the Western barbarian is treated.
