The actual achievements of the LTDP in redressing NATO's deficiencies and the level of growth in Allied defence spending have fallen well short of established goals. This outcome is a consequence of increasing budget pressures after the 1979 recession, doubts about the effectiveness of new weapons, flaws in the design and implementation of the programme, and diversion of political attention to the nuclear force modernization question.
After the December 1979 Soviet invasion of Afghanistan, Allied 24 NATO's Conventional Defences military commanders marked certain aspects of the LTOP and country force goals for accelerated action.
