To rural peoples’ failure to adjust to urban life. This perspective held particular sway with Leaguers, as it both presumed the plasticity of all peoples and offered universal models of assimilation and integration. The Urban League’s program reflected the influence of three major concepts derived from Chicago sociology: social disorganization and reorganization, ethnic cycle, and urban ecology. Each posits a model of human progress that explores the consequences of interactions between disparate peoples at different stages of social development.
I. Thomas, as a decrease in the influence of existing ‘‘social rules’’ of behavior on members of a particular group. In an organized society, established conventions, attitudes, and values—the ‘‘social rules’’—restrained individual desires. Disorganized societies were thus characterized by the lack of effective social rules to curb aberrant behavior among individuals. ∂∂ In his landmark The Polish Peasant, for example, Thomas attributed the prevalence of antisocial behavior among Polish immigrants to their transition from gemeinschaft to gesellschaft.
Sharing these concerns, the nlucan’s housing bureau identified the ‘‘indiscriminate mixing of reputable and disreputable persons in tenement houses’’ as a major component of its efforts to improve life in Harlem. The League therefore set out to try to strengthen the moral integrity of ghetto neighborhoods. In the bureau’s first six months it not only investigated the quality of homes in which many Afro-Americans lived, but it also ‘‘was responsible for having a number of ‘undesirables’ dispossessed,’’ the majority of them prostitutes.
