Proposed arbitrary derivational constraints - arbitrary rules in effect. If all that is put forward as a theory is that there exist relations between some kind of representations of meaning and of form, then it is difficult to argue against that. The "derivational constraints" that Chomsky alluded to in this passage refer to a distinct kind of rule that Generative Semanticists had originally appealed to in order to account for the fact that some passive sentences containing quantifiers evidently differ in meaning from their active counterparts.
However, we do not mean to imply that we therefore believe that the Generative Semanticists were on any firmer ground when they attacked the Interpretive Semanticists, or that Chomsky's defense of Interpretivism was not well motivated (in general, it seems to us that they were not, and it was). Both sides raised issues that their opponents were obliged to deal with; but it was simply not enough to show, as each side attempted to, that there is some interpretation of the other's position under which the data cannot be accounted for: the crucial issue is whether that position was justified on the intended interpretation, or on alternative interpretations within reach.
As regards innateness, the Generative Semanticists took the position that the only question of any contemporary significance concerning a linguistic theory was how well it predicted the mediational and distributional facts, that is, how well it predicted speakers' judgments concerning the acceptability and truth conditions of a given sentence in a particular context. Hence, they believed the linguist's immediate task was to get such facts straight and to discover the most elegant generalizations concerning them.
