We often hear the criticism that standards are “created by committee,” and we have all heard the joke describing the elephant as a mouse designed by committee. It is true that committees can be very large, are often seen as complicating the effort, and often try to please all stakeholders involved in the process. Reaching a consensus can be the most difficult work for standards organizations: there are many hidden political and commercial agendas lurking at the concept stage, and these will often remain throughout the entire process of developing a standard.

The Consumer Perspective Technically, DTV offers many new challenges and opportunities, the technical aspects of which are explored later in the chapter. From the consumer’s point of view, though, there may not be a radical change in what they see between DTV and analog broadcasting (at least not at first). Today, the changes the viewer is exposed to are evolutionary rather than revolutionary. DTV offers four main advantages. • More channels • Better picture quality (up to high-definition TV resolution) 20 An Introduction to Digital TV • Higher-quality sound • Additional services and applications Although the increased resolution of high-definition TV (HDTV; up to 1920 ¥ 1080 pixels, compared to 720 ¥ 480 as used by standard-definition DTV) is attractive, the new services and applications are probably the most interesting feature to many viewers and people in the broadcasting industry.

Traditionally, TV shows and advertisements have all been stored on videotape, which must be placed in a videotape recording (VTR) machine and wound to the correct place before we can see a show or advertisement. If we need to broadcast a show on one tape, and then show ads from another couple of tapes, managing this content is a tricky business that can take a lot of skill. Even managing this tape is difficult. For example, a major broadcaster such as the BBC may need to store thousands or hundreds of thousands of tapes.
